High-rise plumbing & air conditioning: certified rope access installation and repair in Melbourne

Plumbing and air conditioning on a tall building sit in the worst places to reach: the stormwater pipes and roof drainage up top, the AC units and vents on the facade and roof. Where scaffolding or an EWP will not fit or is not worth the cost, we get a licensed tradesman to them by rope access instead.

In Victoria, roof drainage and roof-covering work counts as roofing (stormwater) work under the Plumbing Regulations 2018, so it has to be done by people licensed for it. Off ropes our crews install, repair and clear stormwater and roof drainage, replace and repair gutters and downpipes including jetting out blockages, and re-caulk and seal joints, frames and openings to keep water out. On the HVAC side we provide safe access to remove, install or service air conditioning units on high-rise facades and roofs. Any hole or penetration left for a service is covered, fixed and marked straight away so no one steps into it.

Safety and Victorian OHS

High-rise plumbing and HVAC at height is high-risk construction work, so it runs to the Occupational Health and Safety Act 2004 and the OHS Regulations 2017. A Safe Work Method Statement is written for any work with a fall risk over two metres, covering falls and falling objects. Our tradesmen are IRATA/ARAA certified and trained in rescue, licensed plumbers cover the roofing (stormwater) class, and rope access is used as a Level 3 control where scaffolding or an EWP (Level 2) is not practical.

What it costs

We quote on the job. The price moves on the height and how the access has to be rigged, the scope from minor sealing through to installing or repairing an AC system, the certified crew and anchors and the safety documentation, and the timing. Tell us the job and the height it sits at, and we will send a written quote.

Frequently asked questions

Why is industrial rope access necessary for high-rise plumbing and AC work?

Industrial rope access (Level 3 control) is utilised when traditional access methods like scaffolding or EWPs (Level 2 controls) are not reasonably practicable due to the structure's height or architectural complexity. Rope access provides the better accessibility, stability, and flexibility needed for technicians to safely perform complex installation, sealing, and repair work on elevated plumbing lines, roof drainage systems, and exterior air conditioning units.

What is "roofing (stormwater) work," and how is it regulated in Victoria?

Roofing (stormwater) work, regulated under the Victorian Plumbing Regulations 2018, includes the construction, installation, repair, or maintenance of roof coverings, roof flashing, and roof drainage systems involved in collecting or disposing of stormwater. Licensed practitioners must adhere to the Building Act 1993, Victorian Plumbing Regulations 2018, and WorkSafe Victoria requirements.

What safety measures are taken when installing air conditioning or services that penetrate the roof?

Installation work involving penetrations is high-risk construction work. Holes and openings left for air-conditioning units must be made safe immediately, requiring covers or a temporary guardrail. A Safe Work Method Statement (SWMS) is mandatory for any work involving a fall risk over two metres, outlining controls against falls and falling objects.

What certifications do your high-rise plumbing/AC tradesmen hold?

Our high-access tradesmen hold IRATA/ARAA certifications for rope access competency and emergency rescue procedures. For structural tasks, they combine this with relevant trade experience (such as plumbing or carpentry) and must be trained in OHS procedures, often holding Working at Heights Certificates.

How does high-rise caulking relate to HVAC and plumbing maintenance?

Caulking and sealing are important preventative maintenance services performed at height to protect the building envelope. By applying high-quality sealants around plumbing penetrations and window frames, we prevent water ingress and reduce draughts, thereby securing the building against weather damage and improving overall energy efficiency. A broken seal, for instance, can lead to internal water damage affecting electrical components.

What affects the price of high-rise plumbing & air conditioning

Every building is quoted after we have seen it. These are the factors that move the number up or down - ask us about any of them and we will explain how they apply to your site.

Height and access methodRope access, elevated work platform or suspended platform - the method is chosen for the building, and it sets the crew size and setup time.
Surface area and conditionHeavy soiling, salt, traffic film or construction residue take longer and need specialised products.
Facade complexityRecesses, angled or domed glazing, tight gaps between buildings and heritage detailing all slow the descent down.
Access and anchor pointsBuildings with certified anchor points are quicker to set up. If there are none, temporary systems or installation are quoted separately.
SchedulingWork outside trading hours, staged access or occupied tenancies affect the programme. Regular maintenance cycles are cheaper per visit than one-off jobs.

Quotes are free and carry no obligation. Where the work is subject to a compliance requirement, the quote states which standard it is carried out to.

Suburbs we cover

We work across greater Melbourne - from CBD towers to bayside and outer-suburban sites. If your suburb is not on the list, ask anyway: our crews travel across the metropolitan area and regularly work in regional Victoria.

Builders clean before handover: what site managers get wrong

A builders clean is the last step before keys change hands, and it is where most handover delays start.
